GPSR checklist for Etsy, Amazon and other marketplace sellers (2026)
Since 13 December 2024 the EU General Product Safety Regulation (GPSR, Regulation (EU) 2023/988) applies to consumer products sold to people in the EU – including handmade items on Etsy, private-label products on Amazon and anything you sell through your own Shopify store. Marketplaces have added GPSR fields to their listing forms and may hide or block listings that leave them empty. This checklist covers what the law asks for, in plain language, so you can fix your listings product by product.

Create your GPSR texts1. What every online listing must show (Article 19)
When you sell online or at a distance, the offer must "clearly and visibly" show at least:
- Manufacturer: name, registered trade name or registered trade mark, plus a postal and electronic address (an e-mail or web contact).
- EU responsible person, if the manufacturer is not established in the EU: their name, postal and electronic address. The European Commission has confirmed that (a) and (b) are cumulative: a non-EU manufacturer’s details are still required, and the responsible person is added.
- Product identification: a picture of the product, its type and any other product identifier (model, batch, EAN …).
- Warnings and safety information that go on the product, packaging or accompanying document, in a language easily understood by consumers in the country where you sell.
If you make the product yourself (typical for Etsy makers) or sell it under your own brand, you are the manufacturer: your own business name and addresses go in the manufacturer fields.
2. What must be on the product or packaging (Article 9)
- A type, batch or serial number or other identifier, easily visible and legible – or, if the item is too small, on the packaging or an accompanying document.
- The manufacturer’s name, trade name or trade mark, and postal and electronic address.
- Where the manufacturer is outside the EU, the details of the EU responsible person (Article 16) on the product, packaging, parcel or accompanying document.
- Clear instructions and safety information in a language consumers understand, where needed for safe use.
3. Behind the scenes: risk analysis and documentation
- Before placing a product on the market, the manufacturer must carry out an internal risk analysis and draw up technical documentation with at least a general description of the product and its safety-relevant characteristics.
- Keep that documentation for 10 years after the product was placed on the market and hand it over to market surveillance authorities on request.
- Keep it proportionate: a cotton tote bag needs far less than an adult bicycle helmet (which falls under separate PPE rules anyway).
4. Who can be the EU responsible person?
A product covered by the GPSR may only be placed on the EU market if there is an economic operator established in the EU responsible for it: the manufacturer itself if it is in the EU, otherwise an importer, an authorised representative with a written mandate, or a fulfilment service provider. UK, US and other non-EU sellers therefore usually need an EU importer or authorised representative.
5. The seller checklist
- Decide your role per product: manufacturer, importer or distributor.
- Collect the manufacturer’s name, postal address and e-mail; add the EU responsible person if needed.
- Give every product a type/batch/serial identifier and put it on the product or packaging.
- Write the warnings and safe-use instructions, then translate them into the language of each country you sell to.
- Fill the GPSR fields on each marketplace (Amazon, Etsy, eBay, bol.com, Kaufland) and add the same information to your own shop’s product pages.
- Keep the risk analysis and technical documentation on file for 10 years.
- Have a process for complaints, accidents and recalls.

Create your GPSR textsFrequently asked questions
Does GPSR apply to handmade products on Etsy?
Yes, if you sell consumer products to people in the EU. As the maker you are usually the manufacturer, so your business name, postal address and electronic address must appear in the listing and on the product or packaging.
Do I need an EU responsible person if I sell from the UK or the US?
If the manufacturer is not established in the EU, a product may only be placed on the EU market if there is a responsible economic operator in the EU – an importer, an authorised representative or a fulfilment service provider – and their details must be shown.
Since when does GPSR apply?
Since 13 December 2024. It replaced the General Product Safety Directive.
In which language must the warnings be?
In a language easily understood by consumers, as determined by the Member State where the product is sold. Selling to France, Germany and the Netherlands therefore typically means French, German and Dutch.
